Storm Water Circuit Rider Program

The Storm Water Circuit Rider Program is a part of the Texas Coastal Watershed Program of the Texas AgriLIfe Extension Service funded by a grant from the Galveston Bay Estuary Program. The program was designed to provide information and technical assistance to Lower Galveston Bay Watershed entities in Brazoria, Chambers, Galveston, Harris, and Liberty Counties subject to Phase II NPDES storm water regulations. Such entities include cities, towns, counties districts, association or other public bodies owning and/or operating municipal separate storm sewer systems (MS4s). The program will assist entities with development and implementation of storm water management programs (SWMPs), development of related ordinances or other regulatory mechanisms, and determination of appropriate funding options for Phase II storm water regulation- related activities. This assistance is at no cost to the entities.

Duties

Specific Duties of the Storm Water Circuit Rider are:

  Assist entities to identify opportunities to adopt existing programs or to team with other affected entities for the entire program or specific programs;
  Work with entities to identify appropriate Best Management Practices (BMPs);
  Assist in defining team leaders responsible for program BMP implementation;
  Assist in determining a schedule for each BMP;
  Assist in the development of a draft SWMP;
  Assist the entity in facilitating public involvement in review of the draft SWMP (City Council meetings, Public Meetings, Association Meetings, etc.);
  Work with the entity to determine resources, funding, and legal authority needed to implement the SWMP;
  Monitor TCEQ final permit requirements;
  Assist entities with final draft permit;
  On an as-needed basis, provide assistance to entities in implementing BMPs;
  Provide information of new opportunities to team with other entities in specific programs;
  Provide new technical information when made available;
  Attend/participate in outreach programs; and
  Assist entities in the evaluation of BMPs and annual reports.
