The construction minimum criteria requires coordination between the municipal
government and the construction industry. The following links give examples

California
Coastal Zone Conservation Commission
The model urban runoff program, or MURP, is a "how-to" guide
for addressing polluted urban runoff in small municipalities (with populations
under 100,000) in California. This website shows examples of ordinances
and inspection forms and checklists for construction and other programs.
Association
of General Contractors of America
Association of General Contractors of America’s environmental information
page gives up-to-date regulatory information on air quality standards,
transportation conformity requirements, storm water management, wetland
preservation, endangered species protection, hazardous waste cleanup,
toxic chemical requirements, and much more.

Industrial Water Pollution Controls
EPA is proposing regulatory options to address storm water discharges
from construction sites. This site gives information on background and
public comment.
